The Contact Licensing channel is an inbound-only business intake for eligible entities. Communications submitted through this channel are received for later review only after first patent registration.
No submission through this channel creates an obligation for either party, initiates a licensing negotiation, forms an agreement, or changes the pre-registration posture of the Office.

Pre-Registration Gate
Before first patent registration, the Office does not initiate outreach, does not send licensing inquiry letters, does not issue invoices, and does not execute the EMLA. Any inbound message is received only as a business communication for later review after first registration and does not constitute present licensing activity.
